The category came from operating the system, not observing it.
Across the Cabinet Office, Capita, Serco, Accenture and BIP, Paul saw the same failure from different sides. Suppliers committed substantial people, management attention and commercial capital to opportunities with weak evidence of a path to win. The work was fragmented across market feeds, CRM, bid libraries, spreadsheets, meetings and personal judgement. Success was celebrated. Failure was absorbed. Very little learning became a reusable system.
BidEquity exists to change that operating model: identify earlier, qualify with evidence, shape before production, execute with commercial discipline and make every outcome improve the next pursuit.
